Temporary procedure for COVID-19

You can complete this application for a temporary Digital Access Card.

How to apply for a library card

Complete a library card application and bring it with name and address verification to Lawson McGhee Library (downtown) or any Branch Library. Each of the following items is considered to be acceptable proof for identity and Knox County address.

  1. Proof of Identity
    • Current Driver's License
    • Credit Card
    • Social Security Card
    • School ID
    • Hunting/Fishing License
  2. Proof of Knox County Address
    • Current Driver's License
    • Current telephone or utility bill: any date on the bill is within 30 days of today
    • Current Checkbook
    • Voter Registration Card
    • A piece of mail received at your Knox County address, postmarked within the last 30 days

You may check out up to ten items as a first time card user. After these items are returned, you may check out up to 50 items.

Once you receive your card, you may use it at any Knox County Public Library location until it expires.


If you are not a Knox County resident or property owner, you and your household members may obtain a card for an annual fee of $40. To receive a card by mail, fill out the above application completely (don't forget to choose a PIN) and send it with your check made out to Knox County Public Library to:

When we receive the application and $40 fee, we will email your card number so that you can begin using the databases and downloadables immediately, and we will mail the library card to you. Please note Out-of-county library cards expire in one year.
